WASHINGTONPresident Bush pledged Tuesday to sub mit detailed revisions to Ronald R eagan’s budget next month and suggested highlevel negotiations between the White House and Congress to produce an early agreem ent. The White House acknowl edged that Bush had not kept his prom ise to send his team of budget negotiators to Congress on the first day of his presidency. Likewise, it ap peared unlikely Bush would fol low through on his prom ise to personally lead the budget talks. Amid a glow of bipartisan good will on the fourth day of his presidency, Bush met a t the White Houpe with Democratic and Republican congressional leaders to seek cooperation on the budget and foreign policy. “ Generally there is a very hopeful sense that we are going to be able to find bipartisanship alm ost ev e ry w h ere ,” the speaker of the House, Rep. Jim Wright, D-Texas, said after two hours of talks with Bush. “ It was all sweetness and light,” said the House Republi can whip, Rep. R ichard Cheney of Wyoming, acknowledging that differences on the budget and other problem s are inevi table eventually. “The honeymoon’s still ontwo more days, three more daysenjoy it while it lasts.”
